Working Hours
Assume a working schedule of Monday - Friday, 8:30 am to 5:00 pm. Please talk to your supervisor about a schedule that works best for you and the office.
 
Attendance
Interns are expected to work on a full-time, 40-hour per week basis. HCIP fellows are not government employees, technically, and therefore they do not "earn" annual or sick leave. A supervisor can excuse the intern from the training assignments for reasonable cause such as ill health, personal emergencies, etc. Typically, supervisors allow interns to accrue 8 hours of sick leave per month and 8 hours of annual leave per month, and the amounts may accumulate. Accrued leave means that you can only use it once you have earned it. Additional time off can be deducted from your stipend, prorated based on a 30-day stipend. You should discuss leave options with your supervisor.

Paychecks
The first stipend paycheck is issued on February 1 for January - June interns and August 1 for July - December interns. Subsequent "electronic" checks will be issued on the first of the month following the month worked. If the first of the month falls on a weekend or holiday, you will be paid the next business day.

If you don't get paid
If your check is not deposited appropriately or another problem occurs, please contact Nelly Dennison in the Office of Financial Management (OFM) at (301) 496-5635 in Building 31, Room B1B06, and inform the Internship Director.

Prorated paychecks
Your stipends are prorated using a 30-day system. The 30-day system includes weekends. For example, if your monthly stipend was $2100 per month, based on 30 days, your daily stipend would be $70 because 2100/30 = 70. Therefore, if you started your internship on January 8 or July 8, you would be paid for 23 days. At $70 per day, you would be paid 23 days * $70 = $1610.

Lunch
30 minutes is allowed in an 8½-hour workday; check with supervisor for time that is convenient with the rest of the office. You are welcome to use any of the cafeterias on or off campus. Cafeterias are located in Buildings 1, 10, 31, 35 and 38A on campus; and 6116 and EPS off campus. They serve breakfast and lunch Monday through Friday and are open at designated hours mid-morning and mid-afternoon. The cafeteria in Building 10 is open 24 hours everyday.
 
Snow Days
Listen to the radio or TV if there is a major snowstorm. In most cases it's best to assume that you should come to work. However, you might hear various alternatives are in effect, such as: 1) "Delayed arrival policy," which means that your supervisor has the discretion to allow you to come into work up to two hours late and 2) "Liberal leave policy," which means that "employees" who feel they can't get in safely can use their own annual leave without first getting approval of their supervisors. In your case, supervisors may grant you a comparable amount of "emergency leave." Because you are not a government employee, you are not allowed to be in the building without a government employee present. So if we are closed due to bad weather, you should not come in, and there will be no penalty to your stipend.

    Tax Information
    Your monthly stipend is provided to you without tax deductions taken out, and you are responsible for paying estimated Federal and state taxes.

    You may pay all of your estimated tax in one lump sum or in equal amounts by the dates shown below.
    For January - July interns: For July - December interns:
  • 1st payment April 15

  • 2nd payment June 15

  • 2nd payment January 15

  • In January, you will receive Form 1099 from NIH stating your earnings for the previous year-the IRS considers the stipend a taxable grant award. Form 1099 will be sent to the address you submitted on your direct deposit (ACH) form when you started the internship. To update your address, contact the NIH Office of Financial Management at (301) 496-5635 or visit their office in Building 31, Room B1B06.

    IRS Tax Instructions

    Health Insurance
    Health insurance is arranged through the Foundation for Advanced Education in the Sciences. They are located in Building 10, Room B1L-101. If you have questions concerning eligibility requirements or coverage, visit www.faes.org and click "health insurance."

    Private Insurance Reimbursement: If an individual is enrolled in a private health insurance plan that meets Institute requirements, and if an Election of Private Health Insurance form is issued by the Institute and signed by FAES, the Institute will reimburse the Fellow in the monthly stipend check up to the amount of the FAES standard allowance. NIH will not reimburse for a policy not issued in the name of the Fellow or the Fellow's spouse. Stipend augmentation is considered to be taxable income to the covered employee.

    Sufficient proof of coverage must be provided. FAES will need a policy summary on company letterhead. It must define coverage maximums, deductibles and exclusions, the dates of the period of coverage, and the cost of the policy amount in U.S. Dollars.

    Parking & Transportation
    Parking On campus: Parking is available, but it is very limited on campus. Interns can park in the spaces for people with general NIH parking permits after they obtain a permit.

    Parking Off campus: Parking is more available at off-campus buildings. Your supervisor or the head of your office will give you a parking card to access the parking lot at your building.

    Metro and Shuttles: If you live along a METRO route, you can take the Metro directly to a stop on the NIH campus. The stop is called "Medical Center" on the red line and is within walking distance of building 31 (see enclosed Metro map). You could also take the campus shuttle from the Metro to Building 31. For interns in buildings 6116 or EPN/EPS, you can take the Metro to the White Flint stop on the red line and take the pink shuttle bus to Executive Plaza (this is not an NIH shuttle).     Using NIH Telephones
    The NIH phone system uses 5-digit intra-switch dialing, meaning you only need to dial the last 5 digits of internal phone numbers. The following exchanges apply to NIH numbers:
    • 1-xxxxx is 451-xxxx
    • 2-xxxx is 402-xxxx
    • 4-xxxx is 594-xxxx
    • 5-xxxx is 435-xxxx
    • 6-xxxx is 496-xxxx
    For access to external numbers, you need to first dial (9) for outside local exchanges and (9+1) for outside long distance exchange. In the Washington, D.C. area, you must first dial the area code for all local calls in addition to long distance calls.     Outside Employment
    Each fellow should regulate any outside activity or employment to prevent a real or apparent conflict with his/her training assignment. Interns are required to meet DHHS regulations and requirements governing "Standards of Conduct" and "Conflict of Interest" issues. When there is doubt about the propriety of outside activities or employment, the fellow should consult his/her supervisor.
     
    Internship Termination
    An HCIP fellowship may be terminated prior to its normal expiration date at the written request of the fellow who is responsible.
